This is a toughie. I think that cars would affect life more immediately but we're so dependent on airplanes to transport goods, I have to go with the needs of the many and keep them aloft.
I think I would prevent #1 because there are many alternatives to cars for short-distance travel but w/o planes we'd be back to boats for long-distance travel. Also, w/o planes, isolated communities (those not accessible by roads) would be even more isolated.
