You have the magical power to stop one and only one of the following two scenarios. Which would you prevent?
1. Innocent foreigners suspected of terrorism are tortured for information on possible attacks in your country.
2. Innocent locals suspected of terrorism are tortured for information on possible attacks in your home town.

I am going to prevent #1, for the reason that the individuals in scenario #1 (regardless of their innocence) are going to be seen by media, etc. as representative of wherever they are from and even if they are absolved of any wrongdoing, that's not what is going to remembered in popular consciousness. Whereas the individuals in scenario #2, being "locals," are just going to be seen as rogue elements, not representative of the general population. Thus, while it is unfortunate that they are wrongly tortured, the repercussions of the false accusation in this case will be limited.
