Seeing as the only difference is the sex of the person involved, I guess I'd have to pick the guy. I don't know the country or the drug so I gotta go on what I know. That said, unless it's my husband or one of my kids, I really wouldn't care.
Not knowing anything further (specifically what "foreign country" we're talking about) I'm going to prevent #2, since such a situation would be worse for women in many countries.
