I'm going to stop the school bus simply b/c my kids might be on it. Everything else seems fairly equal.
Without further info, I guess I would prevent #1. It does, however, seem likely that the tour bus crash would be the worse accident of the two (longer distances, faster speeds), so maybe I should be leaning in the other direction...
