That's a really tough quandry. I'll have to insist on security so I'll sacrifice the education funding. I'd have to investigate these before I decided.
Since I have to choose one, I think I would prevent #1. I mean, it's not really realistic to do away with either, but education is chronically underfunded and a lot of the so-called security services are more spectacle than actual security. So some of the security funding could be probably be shifted to education w/o making anyone less safe.
