I have no income myself so that's an easy one. Extending the definition to mean household income... if it meant new income could be attained, I would prevent #2. If it meant no more household income ever, it's a no-brainer to prevent #1. Lots of people get by w/o being able to read.
I'd still have to prevent scenario #2. #1 would be temporarily bad, but presumably I could find a new source of income with my skills, one of which is the ability to read. In this case, if scenario 2 happened, scenario 1 would also happen, and presumably I would have a much more difficult time finding a new source of income w/o the ability to read.
