Hmm. I don't think it matters which one is cloned. All the clone would have is the original person's DNA. But he would be in 2009, be in a completely different environment, and not have any of the connections or situations that brought the original person to power. It is highly unlikely that clone-Genghis or clone-Julius would have any more influence on the world than the average person.
