2. You refuse to torture someone, and ten people die because you did not get the information to save them.

I'll prevent #2. I think it would affect me more.
Ah, the Jack Bauer dilemma.
In #1, we don't know whether the torture is actually effective ("in the hope of getting the information") -- so you may torture the person and the 30 people may die anyway. Also, to be honest, I don't think I would be able to torture anyone, regardless of what information they had. So prevent #1.
