You have the magical power to stop one and only one of the following two scenarios. Which would you prevent?
1. The government enacts very strict birth control laws to slow the population growth of your country.
2. Overpopulation of your country leads to famine, disease epidemics, and a high death rate.

I'll prevent #2. While #1 might be objectionable in principle, the reality is, Canada already has a below-replacement-level birth rate, so any restriction would have little impact -- unless the government is planning on a zero-child policy! ;-)
While I don't like the idea of #1, I think #2 might have worse consequences so I'll prevent it.
