I think it would depend on the promise. All other things being equal, as they are here, I think I'd have an easier time making myself understood & apologizing to my partner than my kids. Although they might get over it faster.
I'd prevent #1. An adult should understand that sometimes people make mistakes/forget/whatever. (If they don't, they're probably not a very good partner.) A child will have a harder time understanding a broken promise, even if it was accidental.
