It seems like it really depends what the promise is. It's likely that the promise to the partner is more significant than the one to the child, but not necessarily. And just because the promise is deliberately broken (rather than accidentally) doesn't mean there's malicious intent. Both promises could be along the lines of "I promise I'll be at your game/concert/party/whatever" but then some crisis arises that supersedes the planned event. You may be familiar with this scenario since it causes 99.9% of all interpersonal conflict on TV.
All things being equal, I'd still prevent #1 for the same reason as in the previous dilemma.
