1. You are president of your country, and you agree to start a war to prevent an international catastrophe.
2. You are president of your country, and you agree to a secret operation to overthrow a government that is unfriendly to your country.

All things being equal, I would choose the secret operation over the war. However, in this case, the "international catastrophe" in #1 would seem to be a far more valid reason for instigating conflict than the "unfriendliness" of #2. So, I guess, reluctantly, I will say prevent #2. (Great, now you have Magical Power Me starting wars. Boo. :-P)
